WASHINGTON, D.C. — The District has sent its final RFK Campus Master Plan to the D.C. Council, setting out a framework for redeveloping 180 acres along the Anacostia River into a mixed-use destination anchored by a stadium.
The plan outlines four development districts and two additional districts for parks and recreation. It calls for housing, jobs, entertainment, public gathering spaces, and improved access to the river. Flexible open spaces would accommodate crowds on game days while serving residents throughout the year.
District planners revised the proposal following a 45-day comment period that drew more than 3,000 written comments. The updated plan addresses the proposed Gold Line bus rapid transit route, a Stadium-Armory Metro station expansion, pedestrian and bicycle connections, and road and parking arrangements ahead of a planned stadium opening in 2030.
Changes also include a redesign of the Kingman Commons district around utility infrastructure, additional park space, and more guidance on affordable housing, local hiring, community benefits, and preventing displacement. The plan proposes year-round uses such as food trucks, farmers markets, and neighborhood activities.
The Council has scheduled a public hearing for September 30 and is expected to vote on adopting the plan by the end of the year. Development and infrastructure work would follow further approvals and coordination with public and private partners.
