WASHINGTON, D.C. — The Metropolitan Police Department says a Maryland driver has been arrested and charged in connection with an April hit-and-run crash that killed a pedestrian in Foggy Bottom.
Second District officers responded to 23rd and L streets NW at about 11:11 a.m. on April 18 after a vehicle struck a pedestrian. Officers found 61-year-old Dawn Ciccone of Northwest Washington critically injured in the roadway. D.C. Fire and EMS took her to a hospital, where she later died.
MPD’s preliminary investigation found that a 2026 Jeep Wrangler was traveling south in the 1100 block of 23rd Street NW. Police said the driver passed vehicles waiting in a designated left-turn lane, turned left onto L Street from the middle lane and struck Ciccone while she was in the crosswalk. The Jeep then left the scene, according to the department.
Members of the Capital Area Regional Fugitive Task Force arrested 34-year-old Shaneia Gregnesia Lincoln of Upper Marlboro on July 26 under a D.C. Superior Court warrant, MPD said. Lincoln was charged with involuntary manslaughter. The charge is an allegation, and the defendant is presumed innocent unless proven guilty.
