DDOT Issues Final Rules and Fines for Shared Micromobility Fleets

WASHINGTON, D.C. — The District Department of Transportation issued final regulations Friday establishing financial penalties for operators violating shared micromobility guidelines and restructuring the subsidized usage program for low-income residents across the nation’s capital.

Under the finalized rulemaking, city transportation officials established fines of up to $100 per infraction to address recurring compliance issues throughout the District. Penalties apply to improper device parking, delays in relocating improperly parked vehicles, obstruction of pedestrian pathways and bicycle lanes, and failure to meet mandatory fleet deployment standards across designated service areas.

The regulations also update the District’s low-income customer plan for shared fleet devices. Qualifying users will receive a monthly credit of 300 non-cumulative minutes, followed by a 50 percent discount once the allotted time is exhausted. Commercial fleet operators will begin transitioning enrolled accounts to the new structure immediately, aligning the benefit model with the District’s existing Capital Bikeshare affordability program.

Department officials indicated that additional micromobility regulations will be finalized in the coming months following public feedback submitted on proposed rules published in September. Those forthcoming standards will address vehicle operating speeds, sidewalk riding limitations, permit renewal procedures, and performance metrics required for fleet expansion.
