WASHINGTON, D.C. — Mayor Muriel Bowser and the DC Office of Planning published the draft RFK Campus Master Plan on Tuesday, opening the next public-review phase for one of the District’s largest redevelopment sites.
District officials described the draft as a milestone in efforts to transform the long-idle RFK campus into a year-round community with housing, retail, entertainment, recreation spaces, and a world-class stadium. The plan reimagines 180 acres along the Anacostia River as connected neighborhoods, parks, and civic spaces.
According to the Office of Planning, the draft was developed through analysis, public engagement with more than 1,700 people at 33 events, and coordination across DC Government. Planning officials also said the process generated more than 4,000 online comments.
The draft divides the 180-acre site into six districts that would include entertainment hubs, housing, recreation areas, and ecological spaces. Major components include parks and open spaces for everyday use and event days, increased access to the Anacostia River and to Kingman and Heritage Islands, and a new roadway system designed for both gameday and everyday traffic.
The plan also calls for 5,500 to 6,500 new housing units, with at least 30% designated as affordable housing. Other proposed development includes retail, hotels, and office space as part of the broader commercial buildout.
Public feedback on the draft plan will remain open for 45 days and is scheduled to end August 14, 2026. The draft plan is available at OurRFK.dc.gov.
In a statement included with the release, Bowser said the District is planning not only for a world-class stadium but for a “community-centric 365-day campus” intended to support growth for years to come, and she called for continued public input as the final plan is prepared.
